次のように、homebrew 経由でインストールした mysql のすべてのバージョンをアンインストールし、再インストールしてみました。
brew uninstall --force mysql && brew install mysql
次に実行します:
sudo gem install mysql2
ここで多くの同様の質問が示唆しているように、それでも上記と同じエラーが発生します。

brew 経由で openssl をインストールすると、次のメッセージが表示されるはずです。
