問題を解決するには、まずノードのバージョンを確認して、9.x.x ではないことを確認します。
ノード -v
再度バージョンを確認してください。 12.10 以降であれば、すべて準備完了です。
別の新しい Rails プロジェクトを開始すれば、問題なく動作するはずです。
