私も同じ問題を抱えていましたが、https://github.com/jekyll/jekyll/issues/8523 で回避策を見つけました。
gem「webrick」を Web サイトの Gemfile に追加します。次に、バンドルインストールを実行します
この時点で、bundle exec jekyllserve を実行できます。
私にとっては効果があります！
